Twenty-two chapters, not twenty-two fortunes.
The Major Arcana aren't a set of fortune-telling props — they're a sequence, traditionally read as a single story arc from The Fool's first step to The World's completion, with every card in between marking a stage most lives pass through in some form.
That's why the same 22 cards keep turning up across centuries of decks: they're mapped to recognizable human turning points, not to specific events. A card names a kind of moment. It doesn't predict which moment.
